Is this the same as saying that “aerobic exercise tends to burn fat first while anaerobic tends to burn muscle first”?
(What determines what the body uses for energy under load?

first off you dont burn muscle only fat
when you exercise consitently you body uses your excess fat for engery.
so if you work out for lets say a month straigt and stop for a week or two you body will continue to burn any fat you may have
